This might sound a little strange.

I know there are laws about headlight brightness but what about brake lights?

I was stuck in traffic behind an '04 malibu last night and it had LED brakelights that were so bright that it hurt to look at them.

This car had dealer plates on it, so it was probably factory fresh.

After being stuck behind this guy for a good 5 minutes I was starting to get a little annoyed, try staring at a 100 watt lightbulb for 5 minutes and see how much fun you have. Just looking away didn't really help matters much.

Lights and reflectors on a newly manufactured vehicle must meet Standard 108 MVSA (http://www.tc.gc.ca/acts-regulations/GENERAL/M/mvsa/regulations/mvsrg/100/mvsr108.html).

It refers to SAE Standards or Recommended Practices listed in Tables I and III of Technical Standards Document 108 (http://www.tc.gc.ca/roadsafety/mvstm_tsd/tsd/1080rev3_e.htm)

SAE technical standards are not usually published anywhere on the web that I have found. However I am sure that SAE (http://www.sae.org/servlets/index) will be happy to sell them to you.
