They look like bw's but may be from a different year as they usually fit pretty good.

I wouldn't call them home-made. They are Bushwacker Cut-outs, but not for the 4-Runner. Here is how the proper ones will look:

bushwacker fender flares - the most overpriced item i've put on my truck to date. they do look purdy though....

I love the look of the bushwackers but they are pricey.

and flimsey. maybe the cutouts are made of thicker ABS (or whatever it is) but the extend-a-fender model is very thin.

I have some cut outs and they are thin and hard. I think would get mangled in an "incedent".
